The Bureau of Information and Technology is seeking a qualified and motivated Systems Team Manager I to oversee a team of nine technical staff responsible for supporting and maintaining a range of critical IT systems. This leadership role plays a vital part in ensuring the stability, performance, and security of enterprise infrastructure, including physical and virtual servers, Citrix environments, web and email services, Microsoft O365, and other cloud-based technologies. The selected candidate will provide strategic guidance, operational oversight, and team development, contributing to the overall effectiveness and reliability of IT services. The candidate will be required to live within the State of South Dakota.

The Ideal Candidate:

  • Strategically adjusts IT staffing and workflows to align with departmental priorities and resource plans.
  • Supports recruitment efforts, including technical interviews and hiring documentation compliance.
  • Assists in performance improvement planning and staff development within a public service context.
  • Delegates and monitors technical assignments with clear scopes, timelines, and priority levels.
  • Promotes team growth through cross-training, mentoring, and knowledge-sharing initiatives.
  • Ensures accuracy and policy compliance in technical deliverables and system documentation.
  • Leads and documents staff meetings, one-on-ones, and communicates project updates to stakeholders.
  • Oversees timekeeping, leave approvals, and invoice processing in alignment with government protocols.
  • Coordinates training investments, tracks costs, and contributes to IT budget planning and justification.
  • Represents IT leadership in meetings, ensuring continuity of operations and decision-making.


Knowledge, Skills, and Abilities:

Knowledge of:

  • support of Microsoft Windows servers in an enterprise environment;
  • direct support of clients, either in person or on the phone in problem resolution situations;
  • concepts of centralized services offerings in an enterprise computing environment;
  • understanding in supporting a mission-critical environment of Microsoft Windows Servers, Using.NET Platform, Internet Information Services (IIS), Citrix and Load Balancing and Cloud technologies.


Skill to:

  • communicate with technical and non-technical clients and translate their needs, ideas, or suggestions into logical solutions to business problems;
  • track multiple areas of responsibility with strong organizational skills.


Ability to:

  • help develop and manage key performance metrics for various technical teams;
  • analyze and resolve information system errors;
  • maintain current documentation of installed systems;
  • work on complex projects with team members, as well as other BIT staff and/or vendors.


This position is exempt from the Civil Service Act.
This position is eligible for Veterans' Preference per ARSD 55:10:02:08.
