This is a Full-Time position with the Department of Health - Division of Healthcare Access. For more information on the Department of Health, please visit https://doh.sd.gov/ .

This position will be an integral part of the South Dakota Department of Health, Office of Rural Health and Emergency Services. This office works to sustain healthcare services, particularly in the rural portions of South Dakota. The position will be responsible for managing the Rural Hospital Flexibility Program (FLEX) grant and the Small Hospital Improvement Program (SHIP) Grant along with being the Critical Access Hospital liaison. The position will provide technical assistance and support to Critical Access Hospitals and small rural hospitals across South Dakota; work to develop and implement healthcare-related programs; promote rural health workforce opportunities; and collaborate with other partners. The position will work with federal partners to secure and manage the FLEX and SHIP grants which address quality and performance improvement activities; rural hospital finance; and integrating emergency medical services into health care systems.

The Ideal Candidate Will Have:
A minimum of a bachelor's degree or equivalent with experience in healthcare and/or grant management is preferred.

Knowledge of:
  • rural healthcare;
  • grant writing and management;
  • data collection and analysis;
  • computer programs including Excel, Word, Teams.

Skill to:
  • communicate effectively and efficiently, both orally and in writing;
  • exercise independent judgement within established guidelines;
  • display confidence and innovation;
  • demonstrate effective task and time management.

Ability to:
  • manage multiple projects simultaneously;
  • lead meetings and projects;
  • understand and operate within healthcare systems;
  • provide technical assistance to ensure programs are effectively delivered;
  • prepare clear and concise documentation, including reports and correspondence that reflect relevant facts;
  • develop and implement program policies and procedures to ensure programs operate in compliance with department goals and objectives and all pertinent laws, rules, and regulations;
  • establish and maintain effective and collaborative working relationships with stakeholders and other state and federal agencies;
  • analyze and evaluate program plans and make recommendations for program improvement;
  • travel overnight occasionally and attend annual conferences.
